Parenteau clinched things after the teams went seven shooters deep.
Henrik Lundqvist made 35 saves in regulation and was beaten just twice in the shootout.
Brian Elliott stopped 27 shots before allowing three goals in the shootout for the Senators.
Vinny Prospal scored short-handed as the Rangers stopped a two-game losing slide.
Brian Lee replied for the Senators, who are winless in back-to-back games and three of the last four.
