Work on a section of the light rail transit tunnel near the University of Ottawa has resumed following an incident on Thursday afternoon.

Ontario's Ministry of Labour issued three orders Friday, including one preventing construction crews from disturbing the scene where rebar and shotcrete fell from an interior wall, trapping three workers. Work re-started on Saturday. 

As part of the ministry's investigation, a series of unspecified documents from both the Ottawa Light Rail Transit Constructors and Hard Rock Concrete, a secondary employer, have also been requested.

Ontario's Ministry of Labour said the investigation can take up to one year.

On Thursday, dozens of emergency crews rushed to Waller and Laurier after initial reports that the tunnel had collapsed. Three workers were inside a safe zone and needed to be rescued. 

Ottawa Mayor Jim Watson later downplayed the incident.

"Some rebar came loose and fell down and landed partially on the equipment they were using and as I understand it partially on the ground," he said on Thursday. 

"We have some of the best tunnel experts working with the RTG group to insure we minimize these. But there's no guarantee there will not be some challenges in the tunnel."

Construction along other parts of the tunnel continue and RTG said the tunnel's safety and integrity has never been compromised.
