A 41-year-old Ottawa man and member of the RCMP has been charged in a serious case of sexual assault.

One source tells CTV Ottawa that a child was shackled in the basement for long periods of time.

Police sources say it is the worst case of abuse they have ever seen.

Another source says that medical staff at CHEO, who treated the child after the abuse was discovered, were shocked by the child's condition.

The charges include three counts of aggravated assault, three counts of assault with a weapon, one count of aggravated sexual assault, failing to provide the necessities of life and forcible confinement.

An investigation of the man’s home by Ottawa police led to his arrest on February 12th.

A 34-year-old Ottawa woman has also been charged in the case. She faces three counts of aggravated assault, two counts of assault with a weapon, one count of failing to provide the necessities of life and one count of forcible confinement.

The names of the accused cannot be released to protect the identity of the victims.
