CTV News has learned a motion has been drafted recommending the City and National Capital Commission put out a request for proposal this fall to find a third party to take over the lease and operation of Pine View Municipal Golf Course.

"The National Capital Commission has indicated an interest in working with the City to explore a new management model for the golf course," the staff report reads.

"The City and NCC will negotiate the best way forward to replace the current operating model and lease with a new arrangement."

The motion and staff report will be tabled at the Community and Protective Services Committee meeting August 23.

Management of Pine View has seen its share of scrutiny over the years including a scathing Auditor General's report in 2011. The findings first reported by CTV News pointed out mismanagement of the course and its funds including falsified receipts and questionable expenses.

Since then new management and financial oversight have been put in place. Still, city staff say Pine View continues to run a yearly deficit of more than $100,000. Furthermore, the purpose of running a municipal golf course is to provide an affordable option to residents. Staff say this may not be the case.

"A cursory review of daily green fees and seasonal membership fees for golf courses in close proximity to the city reveals that there is no significant price advance offered at Pine View," the report states.

The report does state if the NCC and City cannot find a third party to take over Pine View, the City’s lease will continue until April 30, 2024.
