OTTAWA - The Transportation Safety Board says the pilot's inexperience was a "central" factor in a plane crash two years ago that claimed his life and that of a passenger.

In an investigation report released Thursday, the agency says the pilot lost control of the Cessna 177A before crashing in rural Ottawa on Dec. 14, 2011.

The TSB says the plane had left Wilkes-Barre Airport in Pennsylvania and was headed toward Ottawa/Carp Airport when it was rerouted due to bad weather near its destination.

It says the flight took place at night under conditions "unfamiliar to the pilot," who was using flight instruments.

The fatal crash occurred as the plane approached Ottawa International Airport.

The TSB says experience dealing with night flights and flight instruments is key to preventing accidents.
