A 52-year-old prisoner is charged with first-degree murder in connection with the poisoning of a fellow inmate at a penitentiary near Kingston.

Phillip Vince was arrested Tuesday at a Saskatchewan jail where he is currently serving a life-sentence for two other murders in the Durham Region in 1985.

He is now charged with the death of Scott Barnett, 24, who was killed at the maximum security Millhaven Institution near Kingston almost 11 years ago.

Barnett was found unconscious in the prisoner's yard on July 14, 1999. Although he was transferred to hospital in Kingston, he died the following day.

An autopsy determined cyanide poisoning was the cause of death.

Police say Vince was also serving time at the penitentiary at the time of the killing.

Vince is now being returned to Kingston, and will appear in court in Napanee on Thursday.
