The 23-year-old prostitute and cocaine addict had been reported missing on Nov. 16, 1993.
Her frozen body was found strangled and wrapped in a green garbage bag 17 days later in a vacant Westboro parking lot. The remains had been there several days.
Filion was seen leaving her Vanier home on Maisonneuve Street on Nov. 15 at 10 p.m. Police believe she was going to the ByWard Market to look for johns. A man also claimed to see her enter a white delivery van at the corner of Kent Street and Laurier Avenue the following morning.
Filion was five foot five, 130 pounds, with shoulder-length wavy brown hair. She was last seen wearing a gray three-quarter-length coat, black spandex pants, and black calf-length boots.
