Despite the threat of a lawsuit by the owner of the Ottawa Senators, a city of Ottawa committee voted overwhelmly to choose Rideau Carleton as a new casino site.
The vote was 10-1 in favour with Councillor Diane Deans casting the only NO vote.
Ottawa Senators owner Eugene Melynk called the decision another "sole source contract'.
Melynk told the committee he justed wanted a fair shot to earn revenues for a hockey team that doesn't make any money. Melynk told reporters his losses are in the millions.
Melynk says he's not threatening to move or sell the team but says his investments in the community may be hampered.
OLG has embarked on a modernization program to build new casinos throughout the province.
It calls for one new casino in the city of Ottawa zone.
Rideau Carleton spokesman Al Lawryk says without support from council, the slots facility would close.
The racetrack has alreeady reduced purse money and dates.
Mayor Jim Watson has reversed his position from last fall when he spoke in favour of a new downwtown casino.
Ottawa City Council will now vote on the recommendation next Wednesday.
