The man shot and killed outside his Barrhaven home Sunday is the same one who was convicted of multiple crimes dating back at least 15 years, including a million-dollar arson conviction from 1997. 

Khamsouriya Eric Vongviset was identified by police as the victim of Ottawa's tenth homicide early Sunday morning.

He spent 18 months in jail on arson charges for his role in a massive Chinatown fire in 1997 that caused a million dollars in damage and destroyed the Lao Thai market.

He also had a record of drug and assault charges.

Police said the victim was known to them and they don't believe the shooting was random. There have been no arrests made.

Marc Clairoux said he gave Vongviset many of his tattoos, the last one coming two weeks ago.

He said the tattoos were all Asian-themed, nothing gang-related, and that they often talked about martial arts, food, and Vongviset being a father.

"I don't even know what to think, it was a shock," he said. "I'm losing someone I really liked, just as a person to talk to. He was just a good guy as far as I knew."

Police are asking anyone in the Barrhaven area who saw anything suspicious around 1:00 a.m. Sunday to contact them, as they believe the shooter fled the scene in a vehicle.
