Ottawa's city manager is urging councillors to approve the Lansdowne Live plan with some conditions.

In a memo to city council, Kent Kirkpatrick said an independent third party needs to review the project to determine whether new retail space at Lansdowne Park is viable and supportive of existing businesses on Bank Street.

Another condition deals with the construction of a new facility for trade and consumer shows at the Ottawa Airport.

The city says it's also necessary to hold a detailed public consultation process to address the redevelopment of Lansdowne's "front lawn." Possible parking and traffic problems must also be addressed.

City council will hold public delegations on the redevelopment of Lansdowne Park on Nov. 12. The city is expected to make a final decision on the project by the end of next week.
