MacKinnon is an active volunteer and vice-president for Canomega Industries Inc., a Canadian-based nutraceutical company with offices in Kanata.

He was coordinator of the 25 Hour Hockey for Hope Championships and has volunteered for the Stittsville Food Bank, the Victoria Women's Transition House, the B.C. Childrens Hospital, the Hospital for Sick Children, the Shepherds of Good Hope, the St. Vincent de Paul Society, and the Toys for Tots program.

MacKinnon has a political science degree from St. Francis Xavier University and a law degree from the University of Victoria, where he received the 2004 Humanitarian Award. He articled at a British Columbia law firm before returning home in 2005.

MacKinnon is single and lives in Kanata Lakes. He was born in Almonte and raised in Kanata and Stittsville.
