A protest over the cost of the city's new green bin composting program is poised to make its way to the front steps of Ottawa City Hall on Wednesday.

Rural landowners are behind the 11 a.m. protest. They say the program is being forced on Ottawa taxpayers.

Coun. Peter Hume recognizes the resistance and admits paying for the program has been a hard-sell for the city.

"We've done everything that every other municipality in Ontario has done to get ready for this program; the only problem is, when it came time to pay for it, or to discuss paying for it, that's when we get this tremendous amount of negative feedback," he told CTV Ottawa on Tuesday.

In hindsight, he said the city should have decided how to pay for the program when it was given final approval.

Household waste will start being collected from Ottawa residents on Jan. 4. However, the facility that handles the waste won't be ready until the end of January.

Meantime, waste will be shipped to compost facilities in Kingston and Moose Creek as a temporary solution.
