A pedestrian underpass near Parliament Hill will be transformed into an arts, musical and cultural venue.

A black fence now blocks off access to the Rideau Street underpass, which was once used as a temporary home for homeless people who would gather and live there during summer months.

The area will now be used to host cultural events, and arts and crafts shows.

City politicians approved the plan by giving the Downtown Rideau BIA control over the area's programming.

Advocates for the homeless object to the plan, saying business people are hostile to the needs of the homeless.
