Rowbotham, 46 at the time, was last seen in the Quinte region. Police believe he was murdered soon after but no body has been recovered.
He was six feet tall, 200 pounds, with brown hair, blue eyes, and numerous freckles on his arms and chest.
There is a $50,000 reward for information.
