CTV Ottawa has learned there's a debate underway between police and the families of Russell Williams' victims over what will happen to the graphic video and photos Williams took to document his attacks.

The lead investigator working on the case told CTV Ottawa in an exclusive interview on Wednesday that the case against the former commander of CFB Trenton isn't over yet.

"The investigation into Russell Williams is still ongoing. The books are not closed on him," Det.-Insp. Chris Nicholas said in the exclusive interview.

He told CTV Ottawa Williams travelled all over the world, and investigators are not convinced there aren't more victims.

Williams was questioned in February after the tires on his SUV were matched to tracks left outside Jessica Lloyd's Belleville-area home the night she disappeared. Williams later confessed and pleaded guilty to her murder, as well as the murder of Marie-France Comeau.

"Russell Williams was a very smart man, you couldn't get to the position he was in if he were not smart. He wasn't as smart a criminal as he was a colonel and that was his downfall," Nicholas said in the exclusive interview.

When asked to describe Williams, Nicholas said the killer was driven, detailed, consistent and determined.

"If he saw a target, he wouldn't give up. He was determined," Nicholas said.

Williams is now behind bars serving two consecutive life sentences for the murders.

He was also sentenced to 10 years for each of his four sexual assault and forcible confinement charges, and one year each for his 82 break and enter charges. He has no chance of parole for 25 years.
