The City of Ottawa's deputy manager told councillors Wednesday that the response to July's large-scale flooding in Kanata and Stittsville resulted from failures by "multiple staff."

Steve Kanellakos briefed city council on the July 24 storm that deluged hundreds of basements, centered most on the Glen Cairn neighbourhood.

City officials have already admitted they were too slow responding to residents in need. A number of councillors spent hours on Wednesday blasting city managers over how they handled the emergency.

For many residents, it was the third major flood in the last 13 years. Some still can't get insurance, and many are still making repairs.

Kanata residents say they're appalled by the city's response to questions about the floods that badly damaged their homes and destroyed their possessions.

City staff claim there was no negligence and therefore no liability.

Ottawa insurance firms have called on city officials to build better sewer infrastructure to prevent future flooding in west-end neighbourhoods.
