Three little girls including a nine month old baby are now under the care of the Children's Aid Society after being left alone in squalid conditions in a Vanier apartment complex.
The floor of the apartment unit was littered with food scraps and at least one child was stained with feces.
Neighbours heard the cries through the apartment door.
"The poor baby was at the window and she was bawling for her mom. It broke my heart to see, " said James Campbell.
Some neighbours believe the children were alone since Sunday night.
The other girls are two and three years old in age.
The single mother moved into the apartment complex in December.
The Ottawa Police Child Abuse section is investigating. Officers interviewed the mother this afternoon.
