OTTAWA -- Ottawa police say a man has been charged after someone approached Prime Minister Harper at the National War Memorial Thursday morning.

Harper was visiting the memorial to lay a wreath where Corporal Nathan Cirillo was fatally shot yesterday by a gunman who then raced to Parliament Hill, where he was killed in a gunfight in the halls of the Centre Block.

As the prime minister arrived, police could be seen wrestling a man to the ground and cuffing him before taking him to a nearby cruiser.

Police say in a release a man crossed under the police tape and walked toward Harper, and ignored police demands to stop.

Investigators are satisfied there was no link to yesterday's events at the Memorial or Parliament Hill.

Police say 39-year-old Robert Hennigar of Ottawa will appear in court on Friday to face a charge of obstructing police.
